The construction of a city is a complex endeavor, requiring meticulous planning, dedicated workers, and sturdy materials. Before building can start, players must first travel to the court of the Emperor for blueprints and materials to enact their plan for the city. Using emissaries to earn the Emperor’s favor, players can claim spaces on a unique action strip to strategically prepare for the construction of their city plan.
Competing with the best architects from around the world, you must carefully select and arrange only the finest buildings to prove you can rebuild the Eternal City in all its glory. After drafting buildings and gathering resources, carefully arrange the different buildings to maximize the satisfaction of its denizens. If you can earn the Emperor’s favor, your legacy is assured.
